b'SECTION 1 - TRANSITION PLANTransition ApproachSECTION I -General Manager (GM) and Chief Executive Officer Kishia L. Powell assumed operational control of WSSC Water on January 1, 2023, though the transition began well before her arrival. In early December 2022, GM Powell developed a 30/60/90-day plan to assess the organization and establish the path forward.Additionally, every department prepared a transition brief which served as the basis Transition to a Onefor introductory discussions, assessment of the organization and defining the first-year priorities. These briefs included a six-month look ahead for General Manager-required decisions, pain points impeding progress, organizational structure, ongoing activities and recent accomplishments. Water Future As part of the transition approach, GM Powell established a Transition Team on day one, led by WSSC DRAFT Waters Emergency Manager, Robert (Bob) Maloney, given his experience leading command structures and delivering on defined outcomes. GM Powell and Mr. Maloney established a six-person Planning and Logistics Group, comprised of Chief of Staff Crystal Knight-Lee, Chief Administrative Officer Cristi Bickham, Human Resources Director DeAnna Thomas, Communications Director Chuck Brown and Equity, Engagement & Inclusion/EEO Division Manager Eric McFarland. The groups role was to fill out the Transition Team by soliciting and selecting volunteers from across the organization to participate in the 90-day process, maintain organization, guide the Transition Team through a series of discussions and prepare this report. Planning and Logistics Group members attended all the transition briefings and follow-up discussions to foster efficiency, professionalism, unity and trust.This approach allowed the GM Powell to assume operational control and obtain an understanding of the critical aspects of WSSC Water to ensure a smooth leadership transition. It has also allowed her the time to meet with employees andThroughout this process, external stakeholders, staying focused on the day-to-day operations and the goal of improvingevery Transition Team member communications and transparency within the organization. Between January and March 2023,and employee was expected to GM Powell met directly with staff at more than 12 facilities, plants and depots to listen to insightsleave the mindset of us and them about what was going well and areas for improvement. In addition, she has conducted three employee Livestream meetings focused on different aspects ofbehind and transition to a new our workforce, including Utility Services, Engineers Week and Women of WSSC Water. These meetings have been an essential part of herfuture where we and our is the strategy to communicate openly and transparently and to inform and inspire the workforce.
